New Gambling Regulations in Ukraine
Starting from April 1st, a new law in Ukraine came into effect, imposing restrictions on gambling advertising and sponsorship. However, only certain provisions of this law are currently in force.
This is reported by dev.ua.
According to the new regulations, a new governing body for the gambling industry, "PlayCity", takes effect today, replacing the KRAIL which is being entirely liquidated. Controlled gaming is introduced, along with restrictions on access to illegal gambling websites and mobile applications.
Gambling advertising is strictly prohibited, except for a few cases:
- on television and radio during night hours (from 11 PM to 6 AM);
- in media targeting individuals over 21 years old;
- on platforms and search engines with an audience older than 21 years.
Sponsorship is banned, with the exception of sports sponsorship.
Offering free bonuses, participation of military personnel, volunteers, and celebrities in advertising, as well as the use of military themes, is also prohibited.
The law stipulates the blocking of illegal websites, stricter requirements for gaming organizers, and bans on licensing for individuals with tax debts. All gambling transactions must be conducted in cash through bank accounts.
Lotteries are also subjected to most gambling business restrictions. The law outlines requirements regarding the reputation of officials, tax debts, and limits connections with aggressor countries.
Limits on spending and gaming time, mandatory breaks, and "control purchases" during inspections with video recording are also established. Accepting bets on credit is forbidden.
Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, with the National Security and Defense Council's decision on this taking effect on April 20, 2024.
Reminder:
President Volodymyr Zelensky signed bill No. 9256-d to strengthen regulation in the gambling market.
The process of liquidating the Commission for Regulation of Gambling and Lotteries will begin on April 1.
