Mayor of Odesa Reports on Weather Disaster Impact

Dear Odesa residents!

Here is the latest information as of 12:00 on October 3, 2025.

According to official reports, 9 people have died due to the severe weather in Odesa, including one child. 3 individuals have been injured.

I have signed an order to provide financial support to the families of the deceased — 100,000 UAH each. Investigations are underway regarding the two other individuals whose bodies were found, with preliminary reports indicating different causes of death.

A total of 868 buildings have been damaged, including:

  • 286 private homes,
  • 582 apartment buildings, affecting 723 apartments.

Currently, 701 buildings have been inspected — that’s 75% of the total. Water drainage is still needed in 30 buildings, of which 14 are private homes. There is a need to replace 70 gas boilers of various models. Preliminary estimates indicate that total expenditures will exceed 130 million UAH. Our teams are actively working on-site.

Residents can also contact their district administration for assistance in applying for material aid from the city budget:

  • for apartments — up to 87,500 UAH,
  • for private houses — up to 190,000 UAH.

We are appealing to central authorities; should support be granted, the aid amount will be increased.

220 homes remain without electricity, including 203 apartments. The transportation infrastructure is mostly operational. Tram No. 20 is not running due to damaged tracks. Trams No. 1 and No. 7 are operating on altered routes.

Educational institutions are functioning normally, except for 8 schools that have switched to remote learning and two kindergartens.

Healthcare facilities are operating as usual.

160 resilience points have been opened, with a total of 270 visits recorded since their establishment.

Utility services continue to address the aftermath of the disaster: clearing branches and trees, restoring roads, and drying basements. In the morning, 78 units of equipment and over 800 personnel are at work. In the Kyiv district, over 230 cubic meters of household and construction waste have been removed.

Work will continue without breaks or weekends. Preliminary estimates suggest that we will need another two weeks, mainly to address the aftermath in the private sector.
