Innovative Digital Services in Ukrainian Cities
The MISTO app, launched in Odesa, has ranked among the top four out of eleven regional centers where key city services are consolidated into a single application.
This finding is part of a new study conducted by the «Transparent Cities» program, assessing the readiness of Ukrainian municipalities for integration with the EU by 2025 through the development of electronic services.
The research illustrated how this approach is being practically applied.
As of December 2025, the main page of the official Odesa City Council website features a direct link to the city app, which is part of the official digital communication with residents. This integration ensures faster, clearer, and structured access to city services.
Ukrainian cities currently possess a significant digital foundation. Online platforms, mobile applications, and interactive services have become integral to urban infrastructure. However, the key factor for further development is not merely the quantity of digital solutions but the ease of access to them and the convenience of daily use for residents.
European practices in digital governance emphasize the importance of not only creating electronic services but also forming a simple and logical access point to them in one location. The principle of a «single entry point» allows cities to transition from isolated digital solutions to cohesive service ecosystems focused on residents' needs.
The MISTO platform supports the implementation of this approach, helping cities systematically integrate digital services and create a clear and user-friendly experience tailored to the daily needs of the community.
