Odessa's Credit Rating Assessment: New Horizons

Recognizing the importance of a qualified credit rating assessment for Odessa, the Department of Finance of the City Council has collaborated with reputable rating agencies for over a decade.

On May 14, 2025, the independent agency «Credit-Rating» confirmed Odessa's long-term credit rating at uaAA-, with a stable outlook.

The credit rating is based on an analysis of economic and financial indicators for 2024, expected figures for 2025, demographic data, labor market conditions, debt obligations, and municipal property.

Factors Supporting the Credit Rating:
• High budget provision: per capita revenues exceed national averages (105.4%);
• Increase in community budget revenues from 2014 to 2024, along with high liquidity;
• Diversification of economic activities and low reliance on major taxpayers;
• Low consolidated debt burden and effective local debt management policies.

Factors Limiting the Credit Rating:
• Negative impacts from Russian military aggression affecting financial markets, overall economic conditions, and social development;
• High demand for additional financing for infrastructure and housing utilities restoration.
