Ensuring Stable Internet Connectivity in Ukraine

Operators and providers will be allowed to book workers from construction teams that lay resilient internet networks using xPON technology. This will help Ukrainians stay connected, allowing critical enterprises to operate without interruption.

Following discussions with operators, providers, and relevant associations, MinDigital proposed amendments to Resolution No. 76, which were approved by the government.

To book construction workers, enterprises must:

– be included in the list of critically important enterprises constructing xPON networks;

– actively build xPON networks and have plans at least for the next calendar year.

Mobile operators will also be able to book teams that construct energy-resilient networks on roads and national highways.

The booking process will occur through the Diia platform, similar to emergency recovery bookings. MinDigital will compile a list of these enterprises and is currently working on the conditions for their inclusion. If a provider or operator fails to meet their construction plans, they will be removed from the list, and the booking will be canceled.

The purpose of booking team specialists is:

– government institutions and enterprises vital to the economy and defense capability will operate without delays;

– an additional 1 million families will gain access to stable internet, enabling them to utilize government services, call emergency services, and stay in touch with loved ones;

– conditions for remote learning for students will improve.

Building resilient telecom networks is not only about convenient internet access but also about national security. The enemy is trying to leave us disconnected, so the state is taking all necessary steps to ensure connectivity remains resilient. The development of energy-independent networks is a key aspect of the electronic communications development strategy until 2030.
