Cyberattacks in Ukraine: The Hidden Reality

Most cyberattacks in Ukraine remain unnoticed, with only about 20% becoming publicly known.

This was revealed by the founder of AmonSul and co-founder of the largest Ukrainian cybersecurity community, Serhiy Kharyuk, in an interview with EP.

"For every incident that is publicly discussed, there are at least four that remain silent. This is particularly true for the private sector," he noted.

Kharyuk cited an example where a bot collecting personal data displayed information suggesting that part of the data was allegedly "leaked" from a pharmacy network. Despite no official confirmation of the breach, the mere existence of such data indicates a possible compromise.

When asked whether the state should publicly report cyber incidents, Kharyuk emphasized that the situation is ambiguous, especially in wartime. If it concerns defense forces, publicity may be inappropriate. However, for the civilian sector, transparency allows other organizations to learn from mistakes.

"For instance, Kyivstar only admitted they were hacked, but real cooperation only began after the UZ breach. Then the operator's specialists came to help with recovery. But this is like providing assistance after a person has broken their leg," he added.
