Ukraine's Financial Needs for 2025 Met

Ukraine's financial requirements for the upcoming year have been fully addressed.

This was announced by the Minister of Finance of Ukraine, Serhiy Marchenko.

"This year, budget support from key partners amounts to 16.8 billion USD. Thanks to our collaborative efforts, the external financing needs for this year have been completely met," he stated.

He also emphasized the necessity for Ukraine to remain financially prepared for any developments.

"In 2026, international support will continue to be critical for maintaining financial stability, restoring the economy, and attracting foreign investments," Marchenko added.

The external financing requirement for 2025 is 39.3 billion USD.

The minister further reported that due to rising domestic revenues and stable funding, the country is gradually reducing its budget deficit.

"According to the results of the first quarter of 2025, the revenues of the state budget's general fund increased by 1 billion USD compared to the same period in 2024," the statement said.

Additionally, through the issuance of government bonds, the budget has already raised 3 billion USD in 2025. The budget deficit is projected to decrease to 19.4% of GDP in 2025 from 24% in 2024.
