Odesa Tourism: New Horizons for 2025
As of October 1, 2025, Odesa's tourism metrics show remarkable improvement. This was reported by Ivan Liptuga, the director of the Department of International Cooperation, Culture, and Marketing of the Odesa City Council.
The tourist tax has reached 9 million 120 thousand UAH, which is a 25% increase compared to 2024.
Overall revenue growth from the tourist tax and other taxes ranges from 25% to 40%.
During the peak season (July-August), beaches operated by the military administration were open, including two inclusive ones.
Hotels rated 4 and 5 stars reported increased demand. The average cost of accommodation rose by approximately 30%. Growth was observed in both premium and business segments. 90% of tourists are domestic visitors from various regions of Ukraine.
The average spending of tourists in the high segment increased by 25%, while in the mid-range it rose by 35–40%.
In total, around 4 million people visited Odesa in 2024, including about 350 thousand foreigners (mostly citizens of neighboring countries, journalists, humanitarian missions, and business trips).
Despite the limitations caused by the war, Odesa remains the only accessible alternative for seaside relaxation. The city continues to work on diversifying tourist flows to ensure stable visits not only in summer but throughout the year.
