Updating the Charter of Odesa Territorial Community
The update of the Charter of the Odesa territorial community is a pivotal step in enhancing local self-government, holding legal authority within the framework of urban governance.
The new Charter takes into account the national-cultural and socio-economic specifics of the community and regulates issues not covered by existing legislation.
In recent years, significant changes in all areas of life in Odesa have emerged, necessitating their inclusion in the new version of the Charter.
Initiated by Mayor Hennadiy Trukhanov, the preparation of the new document took three years.
The development process unfolded in several stages:
Preparation Stage
Analysis of the existing Charter to identify gaps that do not meet current legal requirements, leading to the preparation of a new draft Charter.
Publication of the new draft Charter, collection of feedback and suggestions for revision.
Public Discussion
Conducting open consultations via online platforms and gathering community proposals.
Revisiting received proposals for systematic processing and working group discussions.
Finalizing the text – preparing the revised edition and agreeing on the final draft of the Charter.
Main objectives of the new edition:
- Ensuring alignment of local self-government with the Constitution and laws of Ukraine;
- Regulating citizens' participation in local decision-making;
- Establishing accountability mechanisms for officials;
- Enhancing transparency and accountability of local executive bodies;
- Considering the historical and cultural characteristics of Odesa as a European city.
The adoption of the updated Charter aims to create a clear and accessible legal document that will serve as a foundation for the ongoing development of local self-government in Odesa.
The next step will involve presenting the prepared document for review by the Odesa City Council.
