Support for Continuity of Local Government in Ukraine

The Verkhovna Rada has passed an important resolution ensuring the continuity of local government operations in Ukraine in the face of military aggression from the Russian Federation. Legislative initiative №14031 was supported by 308 votes.

According to this document, the organization and conduct of local elections in accordance with national legislation and European democratic standards are impossible under conditions of military action.

The document also states that the responsibility for the inability to organize local elections in accordance with democratic norms lies with the aggressor state – the Russian Federation.

Moreover, it emphasizes that the stable functioning of local government bodies and their execution of powers is crucial for maintaining the continuity of authority, law and order, national security, and community life.

As per the resolution, village, settlement, city, district councils in cities, district, and regional councils and their heads, elected in accordance with the law, will continue to perform their duties until a new council/head is elected in the next local elections.

After the end of military aggression and the lifting of martial law, decisions regarding local elections will be made in accordance with the Constitution of Ukraine and electoral laws.

Members of Parliament are calling on the international community to maintain efforts to ensure the continuity of local representative bodies amid Russian military aggression.

It is worth noting that on August 18, President Volodymyr Zelensky during a meeting with US President Donald Trump at the White House stated his readiness to hold elections after the war ends.
