New Safety Center Opens in Odesa Region

A new Safety Center for citizens has been launched in the Odesa region with the support of the European Investment Bank.

The new building in the village of Avangard will provide swift response to emergencies for over 36,000 residents.

This facility, designed to meet wartime conditions, is equipped with modern training complexes, shelters for staff and civilians during air alerts, and serves as a point for basic humanitarian assistance for internally displaced persons.

This initiative is part of the "Emergency Credit Program for the Reconstruction of Ukraine" under a joint initiative of the EU and the European Investment Bank.

The program is implemented in partnership with the Ministry of Reintegration, the Ministry of Finance, the Odesa Regional State Administration, and the Avangard Village Council, with technical support from UNDP in Ukraine.

In the Odesa region, within the framework of EIB projects, 28 projects have already been completed or are underway, totaling €48.7 million, aimed at improving the living conditions for residents and internally displaced persons.

These include the reconstruction of:

  • 15 educational institutions
  • 7 medical facilities
  • 3 public buildings
  • 2 wastewater treatment facilities
  • 1 heating supply facility

The new Safety Center in Avangard is a significant step towards enhancing the resilience of communities in the Odesa region. With the support of international partners, the region is receiving modern infrastructure to address current challenges.
