In Odesa, on Rybalska Balka Street, work continues to eliminate the consequences of the natural disaster
In Odesa, work is underway on Rybalska Balka to address the aftermath of severe rain. This street is among the most affected by the unusual downpours that occurred on September 30. Rapid water flows down the slopes caused significant soil erosion and nearly complete destruction of road infrastructure.
Local residents report that such a level of flooding hasn't been seen in decades. The situation was exacerbated by work carried out last year by unknown individuals; heavy machinery cut away part of the slope where the ‘Odesa’ sanatorium is located. They were halted at that time, but following the flood, a real threat of the sanatorium's fence collapsing emerged.
According to Odesa's First Deputy Mayor Oleksandr Filatov, several legal violations related to the transfer of land plots into private ownership were uncovered during the recovery efforts.
This pertains to two state acts issued in 2008 and 2009 based on a decision by the Kyiv District Court, which granted ownership rights to lands that belong to communal property, essentially these are parts of the road.
“The city authorities have already begun checking all ownership documents related to developments along the ravine. Simultaneously, legal action is being prepared against actions that contradict current legislation, which prohibits the privatization of communal lands without approval from local self-government bodies,” stated Odesa Mayor Hennadiy Trukhanov.
Currently, municipal services are continuing to clear the area of mud, construction, and household waste.
Temporary drainage solutions are being implemented, and the design of a new section of the collector is ongoing, which will ensure the stable functioning of Rybalska Balka in the future.
