New Health Investments for Ukraine: URC2025 Outcomes

At the fourth Ukraine Recovery Conference (URC2025), several agreements in the healthcare sector were signed, totaling over 75 million euros.

This was announced by Health Minister Viktor Lyashko.

Healthcare Financing in Ukraine: Agreements at URC2025

“Seven agreements worth over 75 million euros – this is the outcome of the first day of URC2025 for Ukraine's healthcare system,” wrote Lyashko.

He also emphasized that the Ministry of Health's team achieved significant agreements with international partners, including grants, concessional loans, investments, and technical assistance.

The funds will be directed toward implementing projects aligned with the priorities of the Health System Development Strategy until 2030.

Key agreements include:

  • 31 million euros – for long-term projects with Enabel, covering hospital modernization, rehabilitation, telemedicine, and training of medical teams.

  • 30 million euros – a concessional loan from the Italian government for the construction of a regional children's hospital in Odessa.

  • 11.5 million euros – a new joint project of the EU, Enabel, and WHO in cooperation with the Ministry of Health aimed at supporting the transformation of the healthcare system.

  • 620 thousand euros – a memorandum between Lviv City Council and the Lithuanian government to create a mental rehabilitation space for veterans.

New Ministerial Agreements: Investments in Medical Infrastructure

In addition to the aforementioned agreements, several other important documents were signed.

In particular, memorandums with Expertise France and Enabel concerning the restoration of medical infrastructure and training of qualified personnel.

A joint statement was also signed with the Council of Europe Development Bank to support the Nationwide Center for Motherhood and Childhood.

An investment agreement was reached regarding the localization of pharmaceutical and biotechnology production in Ukraine.

Additionally, a memorandum was signed with Ellipse Projects SAS for cooperation in rebuilding and modernizing medical infrastructure.
