New Functional Assessment System in Ukraine

A new system for assessing daily functioning will be introduced in Ukraine starting January 1, 2025. This change comes as the Ukrainian government has suspended the operations of medical and social expert commissions, establishing new expert teams instead. This was announced by Edvard Krasyuk, the director of the Kyiv City Nephrology and Dialysis Center, during a press briefing.

“These reforms, initiated at the national level, aim to reduce bureaucratic hurdles by decreasing the number of documents patients previously had to submit to the medical commission. Furthermore, the efficiency of assessing daily functioning is improved as specialized doctors directly involved with patient conditions will provide more accurate evaluations and recommendations,” said Krasyuk.

He further noted that since the start of the new system, the Kyiv City Nephrology and Dialysis Center has already conducted assessments for 25 individuals, with plans to complete 240 assessments by the end of January.

Tatyana Baranovska, acting director of the Kyiv City Clinical Hospital No. 12, mentioned that 15 healthcare facilities in Kyiv have established teams focusing on various specialties: general (therapeutic), oncology, traumatology, cardiology, and psychiatry. “Each of these facilities is required to form at least two teams. For instance, the Kyiv City Clinical Hospital No. 12 has created 9 teams dedicated to traumatology, involving 28 doctors. Since mid-December, the hospital has been receiving patient cases from the medical commissions. In total, we accepted over 3,000 trauma-related cases, with around 500 digitized and entered into our electronic system,” Baranovska added.

She pointed out that the new system is currently undergoing testing and may experience some disruptions, thus facilities are operating under emergency protocols using both electronic and paper documentation. Daily, two expert teams work at the medical facility, providing not only direct medical assistance but also conducting functional assessments to suggest rehabilitation options for patients.

During the press briefing, war veteran Petro Synitsky shared his experience of undergoing functional assessment at the Kyiv City Clinical Hospital No. 12. He expressed his satisfaction with the conditions for patients with musculoskeletal disorders and praised the patient-oriented approach of the expert team.
